Just noticed my steering has gone noisey! Reservoir is low and all bubbly and have noticed drivers wheel on the inside is wet with oil.. eek.. how bad is this issue?

I replaced my middle section silencer thinking a horrible rattling was coming from there! Turns out sound has been travelling from the cat..anyone know why this is rattling..bolts are all tight! Hi. That's more helpful information than I could of ever dreamt of.
