Don't have headlight washers, but my windscreen washers stopped working during the big freeze last week, solved by disconnecting the battery, so could be worth a try if nothing else obvious comes to light. Couldn't find any relevant info on Passat forums, but saw some stuff on Caddy and Tiguan site...

The start stop works under certain conditions; up to temperature etc., so suggest checking again on a good run.
