The following is based on a 2.0 petrol B3 1991 year which I dismantled a while ago. There may be differences with the TDi starter, but maybe this will help you a bit. I assume, from what you have said, that you have a speedo with an electronic sender (rather than a cable-driven speedo). That being so, try this first. A couple of closer shots with the bulb removed so you can see what it should look like if the holder is still in place. Try having a word with a local sign-making company. They use vinyl for a lot of the lettering etc on signs so will have stuff that is designed to work outdoors and to not fade. Plenty of colours too! Just a thought.

Don't know about Diesels but a similar problem, (and/or clutch grab) on the B3 petrol is usually down to a failed front hydraulic engine mount, (near the starter). Try swapping the front wheels to the back and vv. If the prob changes it is a tyre (and poss tracking) issue. Take a look at the CV joints, (esp the rubber boots. I have a throttle body available here http://www.ukpassats.co.uk/phpbb/viewtopic.php?f=16&t=37424 It is from a 1991 2.0 AUTOMATIC. Not sure if it is is the same as your car, but as it is complete with potentiometers etc. and is from a car that had no tickover issues, you may want to give it a try.

Assuming this is a manual gearbox, have a close look at the operating system for the gear change, particularly the ends of the cables. Any wear here that causes lost movement will make gear selection difficult.

Check carefully the rubber hoses where they fit on to the fuel rail.
