In our experience they don't. Most of our customers had tried and wasted money on such bulbs, then to pop over to xenon HIDs and realise the significant improvement on them.

For the money it really is a great mod to the car

That is true but to some extent. The projectors of the passats are wide and sizeable enough to provide enough clearance for the heat and light output. All xenons take time to blow up to full brightness and strength. Its impossible for igniters to cause such a reaction to hit the components in bulbs to get to full brightness right away.
